To keep my mental sanity, I would at least describe little half-formed ice crystals in the water afterwards. You can always rule that an instantaneous spell does not have the time to generate a huge ice cube.

If I were to design a Vow of Silence feat, it would give the user the benefit of Silent Spell for all his spells, for free. I mean, Vow feats already require a prerequisite and not being able to speak is a big disadvantage.
