    I don't see how that applies. Each one fills a different niche, & has different origins. The DL minotaur is a full-fledged PC race, with a specific place in the setting. The MM minotaur is just another bestial monster.

    Action Surge is one of my favorite feats in Eberron, for exactly the reasons you mention. Making a move action & a full attack in the same round is awesome for fighter-types. My DM has yet to ban it.

    Again, that's how natural attacks work. Your problem isn't really with shifters, but with natural attacks in general. :shrugs:

    The claw attack wouldn't use two-weapon fighting rules, but secondary natural attack rules, so attack routine should be UAS +20/+15/+10/+5 & claw +15. As well, adding a bite into the mix would also be at +15.

    The Poverty bonus should be a +5 exalted bonus, which doesn't stack with the armor bonus (page 30). The third Peace bonus should also be an exalted bonus, that will stack with the Poverty's bonus (page 48). So you're looking at 10 Base +5 (Dex) +5 (Wis) +5 (Poverty) +2+2+2 (Peace) = 31 total...
