Does your group use/have access to Unearthed Arcana? In it are guidelines for gradually reducing LA through expenditures of XP. If used, this would be a mark in favor of taking the template (especially in the long run). (IIRC, you could reduce the LA from +3 to +2 at 12th ECL, then from +2 to...

AFAIK, there aren't any human racial substitution levels for any class. The Planewalker's Handbook prob' has a couple of ranger class substitution levels (for any race), but it'll require the character to have ranks in Knowledge: the planes. Also check FR's Champions of Valor; it has lots of...

The 3.0 DMG had rules for apprentice levels, IIRC (where you started a character with two classes, but with only partial benefits for each). The 3.5 DMG doesn't have them.

That quiver of endless arrows looks way underpriced. (Not that the DMG's guidelines cover this sort of thing, but don't think it should cost less than a quiver of Ehlonna.)

The DMG (page 28) & MM (page 291) both have tables for increasing damage dice. They both list that 1d8 upgrades to 2d6. I'd go with that (IIRC, 1d8 to 1d10 was 3.0, but it got revised with 3.5).

I don't see racial HD & racial abilities as separate/not combining. I just treat LA as such a character that has more abilities/bonuses than would be comparable for the HD alone; she has so many benefits for her HD, that she has an LA to compensate for the extras.

Unearthed Arcana has guidelines for removing LA's as a character advances. Basically, a character with an LA can "buy off" a +1 every so many levels, until he no longer has an ECL. This doesn't allow buying/removing racial HD.
