I think so, too, but it does make the Bard a bit more useful and unique. Wizards probably depend more on a high intelligence modifer (for extra skill points and the bonus to Knowledge skills) and buying a rank in each Knowledge, while bards have the jack-of-all-trades mentality going for them...
