I think it would depend on how it's being used. If it's a party boon, like a buff or a healing wand, it should be a shared party expense - but when that happens, it's the party's wand, not the crafters. If it something like a wand of Fireballs or Magic Missile, the person who gets the benefit...

That probably won't fly because Thog was quite content to stay in jail until Nale came to get him. He only broke out of jail because Elan tricked him into thinking that Nale was lost and needed his help.
