The Codex of Erde from Troll Lord Games is their D&D (and now C&C) setting, and it is mostly description/fluff. There are rules at the end of the book for modifying races and classes, but most of the book is setting description. It's on sale right now for $10

It seems like eliminating the evocation school would be a good start to the "powerful but not flashy" we see in most literature.

Yeah, I remember when this was a light, simple set of rules. But then they had to go tack on rules for this and that and all kinds of supplemental material and now we've got this bloated monstrosity :D Seriously, I'm looking forward to actually trying this out sometime.

If you are already fairly familiar with the setting, the pocket guide is only $19.95 (and probably several dollars cheaper on Amazon). It has all the rules as the full version, it just leaves out the fluff and setting info.
