    Sounds like a +1 enhancement to me. As with activating any magic item it takes a standard action to change it's length and then you can't attack that round. As a free action, sounds like a +2 enhancement to me.

    Can't agree enough with Vow of Poverty. Played with a group that had a Clr9/Mnk4 (Ilmater) with VoP and this guy was a baddest-*ssed character I've ever seen, heard of or imagined. The DM needs to participate in this too and not toss DR 15/magic and good creatures at you constantly.

    I still think a switchout at 1st level would be fine. Lowering the bonus to +1 ac replicates the dodge bonus and even if the type of bonus changed (deflection, natural armor etc) I'd never spend a feat on it.
