That's a huge difference. A single PrC in the DMG that is there solely to showcase setting-specific PrCs is a far shot from a whole new PC race in the PHB. Plus, evil, power-hungry, slave-taking, warmongering wizards can be put into a game a lot easier than soul-mech rip-offs.

There's no such thing as a giant. Tell me the stat block for a giant. I see fire giant, frost giant, storm giant.... but not just "Giant". Did the guy kill trolls, too? Can someone be an elf hater? Or can you only be a humanoid hater?

I don't like the concept too much. I don't think that they should be dropped altogether, but they certainly should not be in the PHB. They belong to Eberron, and/or to some extra book we get along the way. But they should not be core. They're too far away from classical D&D phantasy for that...
