It was whatever your current level gives you. E.g.: T-dawg's current level was in the Thrasher advanced class, which gives 6 + 1/2 character level (round down). I.e.: he has 8 - 6 + 1/2 of 5 (round down).

From memory, the additional psionic stuff was covered in one of the supplements - D20 Future, or possibly Urban Arcana - not the core book. Unfortunately I don't have access to my books at the moment (still in storage), otherwise I'd check.
