    The Unluckiest NPC

I like the first build, but I wouldn't call Ayebar a sorcerer himself. That opens up too many weirdnesses in the game mechanics. Instead, give him a class and level of his own, and assign those powers to some ineffable "divine presence" that uses them through his presence. If Ayebar is himself...

    Saving throw to fall prone

You're looking at it the wrong way around. The target isn't saving to acquire the prone condition. He's saving to avoid forced movement. It's like a 3E save for partial effect; fail and take "full damage" (get pushed over the cliff), or succeed and take "partial damage" (fall prone in current...

    warlock's fell flight.

The flight table says creatures with Good maneuverability are able to hover. The warlock can hang motionless in the air all day long, if he feels like it. Creatures with Average or worse maneuverability must move at least half their speed forward every round, or else "stall" and start falling...

    Saving throw to fall prone

My understanding is that the target stops moving when he falls prone. I don't have a page reference in front of me at the moment, though. If it worked the other way, then the target would have to make 5 consecutive saves to avoid being shoved over the cliff (or into the lava pool or whatever)...

Using the heal skill on yourself?

I would allow it. There doesn't seem to be any reason not to, as long as the character is conscious and capable of taking actions.

Why are scrying rituals so dang short?

This explanation rocks. I guess that means the evil queen from Snow White was an epic character, at least 24th level. "Mirror, mirror, on the wall! Who's the fairest of them all?"

Help reign in a player who refuses to play his role

OK, why do you keep playing with him? If he ruins your good time, why is he still invited to game sessions? You're supposed to be having fun. I've noticed that a lot of gamers treat RPG time as an obligation, rather than a social event. If they were doing anything else at all-- having a...

    Haste spell

Every spell that directly affects a target is subject to spell resistance (or should be). Even cure light wounds has "SR: Yes (harmless)" in its description block, just like haste. This makes it hard for creatures with SR to heal and aid each other in combat. From a story perspective, I guess...

Sensing the presence of magic - isn't the mechanic backward?

The minnows are noodling around at the surface, making ripples, maybe eating bugs. The shark is cruising a hundred feet below you.

Cleave - Automatic hits on 2nd target?

No. Minions are immune to damage from a miss, but not to damage that didn't require a roll. For instance if you have some power that does 100 damage on a hit and 50 damage on a miss, it will only kill a minion if you hit with the attack roll. But if you have a power that does 1 damage and...

Aha, Combat Challenge is the rule I was thinking of. Thanks much!

    Interrupts

I seem to recall reading that when an interrupt does damage, the opponent's triggering action is prevented. Now I can't find a page that says so, and I wonder whether I'm misremembering. Obviously it's possible for the triggering action to be halted because the interrupt changes the...

    Aha! Look at ME! *twang*

You fire in such a way that it looks like an obvious miss. Your enemy thinks you missed, fails to dodge, and is surprised to get hit anyway. Maybe you pretend to misfire, the shot arcs waaaay up in the air, and it descends almost straight down on the unsuspecting target. Or maybe you're so...

Line of Sight and Line of Effect

I can't think of such a case offhand. Do you have an example? Even assuming you're right, that wouldn't necessarily be broken. In real life it's quite possible to see another person without them being able to see you-- even ignoring facing. Think of putting your eye to a crack, or the very...

[True/False] There is a point in every campaign when the PCs come to blows.

Not every campaign. I haven't seen any PC-on-PC violence in any of the campaigns I've had with my current group. One of those went straight through for 20 levels, and aside from a few dominate incidents, the worst we had was a few in-character arguments. Some of it might be because we're...

Another Broken Combo: Seal of Binding and Divine Regeneration

It still inflicts direct damage on an enemy. Saying that somehow does not count as attacking the enemy is just silly.

Another Broken Combo: Seal of Binding and Divine Regeneration

I don't think that is correct. For purposes of things like invisibility and sanctuary at least, a spell or effect counted as an attack as long as it targeted an enemy or included an enemy in its area. So there was no loophole silliness like having fireball count as "not an attack."

example skill challenge for 'against the giants'

I think the point is that the PCs are required to make the check every time they do something that could raise an alarm. If they get into a loud battle and kill off a sentry, and then just wander off without any effort to conceal the evidence, that should count as an automatic failure at best...

    Robbing rogues

Rich folks have plenty of resources, both to defend themselves and take revenge on their enemies. Robbing the noblemen should wind up being a bad idea-- or else why wouldn't every mid-level rogue give up adventuring to become a burglar? As soon as the second house gets robbed, the nobles are...
