Another great source of "fluff" is fantasy fiction. Particularly non-D&D fiction. There are an awful lot of authors out there who have developed detailed worlds, ecologies, economies, plots, and story arcs. As an added benefit, the "research" is entertaining. :)

I agree with using an enhancement bonus calculation. The price I suggest, however, is bonus squared * 2000 capped at +5 pre-epic.

I believe racial bonuses to skills and saves would be considered extraordinary qualities not derived from class levels, so you would lose them when wild-shaped.

Improved Familiar is the feat. The sorcerer levels are just the dragon taking levels as a sorcerer.
