Well, it hasn't been asked in a month (I checked!) so could someone help me out here? My brother is about to play a half-dragon sorcerer. The campaign starts at the 10th level. How many levels of sorcerer will he receive? I'm thinking the ECL is +3 but that's probably wrong. Thanks for any help.

Well, we haven't gamed since December so I'm irritated.

CR does not equal ECL. Point in case, a drow has a CR of 1 while its ECL is +2.
