    According to the fine print on Table 7-33 (DMG 3.5, p. 285), a 0-level spell is half the value of a 1st level spell for determining price. So, 0.5 x 3000 = 1500 gp. You could knock the price down to 900 gp if the item was activated by command word ("Breaker breaker big buddy you gotcher ears on?").
