    Is momentum conserved when teleporting?

Sure it can. Look at the ground. Do you look like you're moving compared to it? Then giving that priveledge, you're really not moving.

    Is momentum conserved when teleporting?

That is relativistic. The basic premise of relativity is that there are no privaledged frames of reference. Ignoring that, the rotation of the earth is irrelevant because you can accept that the ground is a privaledged frame and all measurements are related to that.

    Is momentum conserved when teleporting?

Those consequences only exist if the rules of that world acknowledge Einstein. Newton, on the other hand, has much fewer complications.

    Boots of Spider Climbing

These boots functionally double/halve the disparity between skill value and DC depending upon which benefits the user more. They double the value of success while not changing the value of failure. Fewer needed rolls means less chance for failure.

    Action points

So, what you're saying is that you'd allow the player to use the AP even while his character was dead.

    Action points

Nonsense. The term "must" does not mean that you ultimately have to regardless of any other conditions. It just means under reasonable circumstances you are required to or suffer a penalty. The implicit penalty in this case being unable to use the AP at all. To put it another way, if the...

The best Power in MP is....Warlord Utility 6 Power.

No. The demigod ability in question applies only to encounter powers. This is a daily. Edit: Wait, it's a utility. Is it a daily or encounter utility?

    Action points

You can only use one unless explicitly granted otherwise. There's an epic destiny that allows multiple useage in martial power.

    Boots of Spider Climbing

They don't simply let you climb at your speed, they give you a climb speed. Having a climb speed means you don't need to make athletics checks to climb.

    Intelligent Blademaster with Javelin?

You cannot throw weapons for melee powers. You can throw weapons for ranged powers. Heavy thrown applies solely to ranged basic attacks. Twin Strike is not that, thus it goes by what is written on the power.

    Judging a Chili Cook Off

Screw "cheating!" Let their be an attempt to kill the judges. Poisoned chili! And they take checks to endure and detect the poison. Otherwise, heck, they could make the guy trying to kill them the winner!

    Judging a Chili Cook Off

The only way I can see for something feasible like this is if it's a riddle contest. Or if your chili contest involves them having to make rolls to avoid burning their mouths. Which could be quite fun, come to think of it. The PC who passes the roll is like "Good chili! Nicely spiced!" The PC...

How much for a trained fox?

Did I derail this thread with trivia or what? For the OP, personally, I think it'll cost whatever the player is willing to pay. It's Baldur's Gate.

How does Curse of the Dark Dream work?

Sustain is a technical ongoing effect, as it can occur over multiple rounds. They do not get the opportunity to save until after it has been sustained the first time, because the save ends clause does not go into effect until then. So, half the time, the power can't be sustained more than once.

    Timing of actions

Warlock does not pick a new target at all. Immediate reactions occur before the action is fully resolved, not before the action happens at all. The Warlock still used the attack.
