Biased wordings aside, there should also be the option for "Depends on how Wizards explains it in the rules." A lot of rules are arbitrary if taken in a vacuum.

Agreed, though I bet that this will happen even if not legally permissible. It just depends on how out-in-the-open the final product is.

This is the crucial point to me. Argue about balance all you want, just don't make it boring and without interesting decisions.
