    Staff implement one-handed?

The primary evidence are the custserv rulings. There is also the fact that you have to wield an implement to gain it's bonuses, the fact that quarterstaves require two hands to wield and the fact that all staves count as quarterstaves. But like I said I acknowledge it's a grey area, especially...

Sheating a sword and drawing a javelin

It's probably less clunky if you marked him the previous round and have quick draw. Then you can drop the sword (free), draw and throw javelin (standard) pick up the sword (minor) and still move. My fighter marks with his javelin all the time because he doesn't have to worry about the minor...

    Staff implement one-handed?

I would personally think that' a bit of a stretch. If it requires two hands to use in battle, I don't think it suddenly shrinks down to a one handed stick when your not hitting people with it. The reason they say counts as a quarterstaff instead of is a quarterstaff is because quarterstaves...

How do you calculate XP for evil NPCs?

Actually if you go by the DMG rules for creating NPCs with character levels, they are all elites. Though they also end up having considerably more hp and fewer powers then an actual player of that level.

    Falling into water?

There should probably be some static height at which you don't take any falling damage in water. I've jumped off cliffs into the water from a good distance up (at least high dive height maybe a little more) and I wasn't diving, just stepping off. I did scrape a small amount of skin off my foot...

    Art of the Peel

A difference of less then 7 hit points is not just a may first level, it's likely. TWF rangers in fact will have more hp then a fighter who doesn't take toughness. I'll grant you this does tend to change at higher level. Funny that the person who is posting on the 4e boards despite his lack...

    Healing Word out of encounter?

It's a valid tactic, but potentially extremely risky. If everybody waits for healing words before spending any healing surges at all, you could get attacked mid healing, and find yourself in a fight where everyone is down on hit points and the cleric has expended all his healing resources. Not...

    Clarification about daily powers

Well just to clarify, the wizard is the only class who gets to choose his dailies each morning. Every other class is locked into their daily powers and can only change them on level up.

    Rescue at Rivenroar

Did Paizo do the dungeon magazine adventure path with the city of cauldron, or something like that? I remember thinking they usually featured really cool investigationa and flavor, and really boring overly long dungeon slogging. Oddly I seem to have a hard time accessing the current adventure...

    Marking via Dragon's breath

A fighter gains no more synergy then the paladin when he marks multiple opponents. He can only make 1 combat challenge attack a round. The whole reason why the paladin gets abilities that mark lots of enemies and the fighter doesn't is because the fighter can use abilities like the dragon...

Warlock's Curse and Hunter's Quarry - Can enemies see it?

Keep in mind that you can only cure/quarry your nearest enemy, so it's going to be rather hard to catch an entire camp anyway without alot of moving around and stealth checks. As others have said it's unclear, though I would have a hard time justifying the target of a quarry knowing that some...

    Hovering Dragons with Reach

I didn't think about the jump tactic, though presumably you'd draw an AoO from the dragon every time you tried (you would be moving adjacent to him and then leaving). I'm not 100% that I'd want to give the dragon an extra attack for every attack I made, though it may be worth it for the dailies.

    Hovering Dragons with Reach

Actually if the dragon is now allowed to hover, he has quite a bit of incentive to fly down and melee. They can only breath once every 3 rounds, while the party can shoot at them every round. That's likely to be a bad trade, except maybe for blue dragons who have an at will ranged. A dragon...

    Hovering Dragons with Reach

I don't completely disagree here either. A reasonable alternative might be to just house rule away hover from dragons, or to rule that he can't make melee attacks while hovering. It doesn't seem entirely in flavor for a dragon to be meleeing you while flitting around like a humminbird anyway.

    Hovering Dragons with Reach

Hmm....yeah that's my thought too. Still I hate having to dumb down a monster to make him fun, and I'm worried about living campaigns with more sadistic DMs.

    Hovering Dragons with Reach

They don't need threatening reach (although it would help). Hovering with reach 2 still lets them attack normally while being out of regular melee range. I'd also allow readied actions to smack the dragon when he attacks, but the dragon can easily most of these by just moving out of reach of...

    Customer Service on Divine Challenge

Also the whole point of defenders it that they punish their foe for not attacking them, not that they force their foe to attack them.

    Hovering Dragons with Reach

So here is an issue that we recently found while discussing dragons. Pretty much every dragon encounter I've seen run has been fought with the dragon either landing on the ground and fighting in melee, or trying to fly into the air and trade breath attacks for missile shots. But there's no...

    Marking via Dragon's breath

Doesn't really bother me. It's legal by the both the letter and by appearances the intent of the rules. It's not remotely overpowered. And I have no problem imagining that having a somebody breath fire at you could be just as distracting as having them swing a sword at you or throw a javelin at...

Are ranged rangers better than melee ones?

Unless I'm mistaken, there's nothing stopping a melee ranger from pulling out a magic javelin (strength based range weapon) and using twin strike with that just as well as he used twin strike with his melee weapons. He won't hit quite as hard, but he still has a very strong ranged attack with a...
