    I think your confusing 2 seperate points. 1) It's a DM decision if the target is a credible threat. 2) It's common sense that the the powers that be only reward you for smiting credible threats and not harmless animals or weak monsters you keep in a cage.

    Yeah it makes no sense at all that the dark powers that sent you to harvest the souls of worthy opponents would not reward you for stepping on ants. Or that a diety who rewards you for doing battle against his enemies would not also reward you for killing a chicken.

    I want to say some wizard feats use wisdom too......I know the extra spellbook one does. I was also surprised by the lack of wisdom spells. Thunderwave seems like it could get pretty insane with a high wisdom though.

    Agreed, this type of thing has the potential to be bad, and should generally be avoided. As for doubting their attention to detail.....I doubt that about every RPG in existance. Perhaps there is a game that doesn't regularly screw up like this (or in far worse ways) but I've never played it...

    And unless your some rare high strength warlock I don't think anyone is going to be too scared of your AoO's anyway. Granted you need 13 strength to even use a light shield, but that is still is likely to make for a feeble basic attack.

    You know you don't have to put points into wisdom for a wizard. Only 2 at will powers and orb mastery use it. You don't have to be an orb master, you said you liked high con and that's really strong for staff masters. Your staff can even look like an orb if that's important to your character...

    Challenging a ranged group

    One other good way to mess with ranged attackers is to use monsters who are in some way "sticky". This might be because they daze, imobilize, restrain,grab or because they follow the target everytime they shift. This will cause an attack of opportunity everytime a ranged power is used.

    Flanking with Conjurations

    I'm not aware of any conjured creatures in the game. There are effects that can attack but have no hit points and can't be attacked back, but they are certainly not creatures. Perhaps in another book someday.
