    When I see "power that lets it move and then attack", I think more of something like Nimble Strike, that has a clear move component and then an attack component. Charging is combining a move and attack into a single action, I don't think that they can be separated that way.

    Actually, if it has "Spirit" (p220) in the range, like Protecting Strike, then LoS is determined using your Spirit as the origin square. In other words, your Spirit can attack someone behind a pillar that you can't see (perhaps you saw him duck back there, and know he's behind the pillar).
