    Can you teleport vertically?

    IIRC, WotC was going to issue an "update" about limiting teleport as forced movement, granting saving throws, etc. But, as far as rules are right now, the answer is Yes. I do recommend, however, to put some sort of limit to offensive teleportation.

    You should in fact ask why it is NOT important. Because if it was, lots of Paragon and Epic creatures would be wrecking havoc on the material plane. I always thought that the more valuable resources should be on other planes, so it justifies that high level creatures don't bother on this plane.
