Also take a look at the keywords of the power, that will give you a clue as well. Some have the Fear keyword. This one´s not. So I guess it is a weapon thing. Just like a Fighter would get someoen immobilized, see Dance of Steel and other powers.

You're totally right. I noticed the same and I wondered if it was on purpose or some other "glitch". I´m still suspicious, though.

I noted that these two Martial Power powers are Str + 2 vs Ref and Fort respectivelly, IIRC. But, there´s no weapon keyword, which means they don´t get the +X bonus per level. So these powers don´t scale well? If that´s the case, I´ll put an "Add your weapon enhancement bonus to the attack".

Where does it says that PCs should have a 50% chance of: - hit - been hit - succeed vs appropiate lvl skill checl - etc. I´m trying to find where the designers state that this is their intention and can´t find it.
