    Officially, no. It might be a nice thing to allow anyway, though. There are a lot of cases where a human simply doesn't have any useful option for her bonus at-will; giving another way to spend it might go a long way towards making humans good at most or all classes instead of only a few.

    Careful Attack should be +4, and so should the fighter's Sure Strike. Both are very weak at-wills for their classes.
