Casting spells while your hands are full?

Note that this is how it works for clerics and paladins using holy symbols, but not for warlocks and wizards using wands, rods, staves, or orbs. Those implements have to be wielded, not just worn.

Human warlock question about 3rd at will power

No, eldritch blast and healing word are examples, not an exhaustive list. Any power that comes from a class feature can't be retrained, and warlocks are given both eldritch blast and their pact at-will from class features.

    Using 2 weapons feat - only +1?

So... untyped bonuses shouldn't scale with level because higher-level characters have access to more and untyped bonuses? I guess that makes sense. Might become a very compelling argument as more supplements appear, though I really hope WotC doesn't allow many untyped bonuses to see the light...

    Using 2 weapons feat - only +1?

If it would be abuse for both to provide a +3 bonus at level 22, why is it not abuse for both to provide a +1 bonus at level 2?

    Using 2 weapons feat - only +1?

Yeah. I don't know why some feats that give damage bonuses scale by tier and others don't. Seems odd for a feat to lose value over time like that. But that's the way the rules are written.

    Using 2 weapons feat - only +1?

Yes. If you want to use two weapons to get more attacks, you need ranger powers.

    2h weapon damage bonus?

Because feats are plentiful enough, and most feats weak enough, that a character using a bastard sword is just plain better than a character using any other one-handed weapon. It's not that bastard swords are better, but rather, they're too good for the cost it takes to use one. Size isn't...

    2h weapon damage bonus?

I think rapiers should stay, since they give rogues a reasonable option other than daggers. (Short swords seem like kind of a joke... one step up in damage die is not as good as +1 to hit!) But katars are kind of pointless, bastard swords too damn good, and while I don't have any particular...

    Dilettante & Implements

Technically? Being able to apply the enhancement bonus from a wand to wizard powers with the Implement tag is a wizard class feature. It's in the wizard class writeup, it's explicitly granted by the wizard multiclass feat, and it's mentioned again in the magic items section about wands. Now...

    2h weapon damage bonus?

Thing is, greatswords are already quite competitive with other two-handed weapons. It's just that bastard swords are overpowered, really.

    2h weapon damage bonus?

The greatsword still outdamages the longsword on critical hits, most encounter and daily powers, and all the time at epic tier. And bastard swords are awesome - just like in real life! ^_^

    Firing into Melee

So... everyone who uses ranged attacks would have to take this one feat. That's better than everyone who uses ranged attacks having to take two feats, but it's still bad.

    2h weapon damage bonus?

Well, actually there's only one, Reaping Strike. This is... debatable. To me, "use them as two-handed weapons" implies that the versatile weapon counts as a two-handed weapon when used that way. But, I'm comfortable with bastard swords being straight-up better than greatswords if you've spent...

    Firing into Melee

It's a principle of good game design that if almost every player chooses a certain option, something should be changed. In 3.5, almost every PC who made a lot of ranged attacks took Precise Shot. They could've changed it by severely nerfing whatever ability in 4e improves one's ability to...

    Dilettante & Implements

I would, because I see no reason why a half-elf warlock who wants to grab another class's spell should be fine at level 1 and screwed at level 30, while a half-elf warlord who takes another class's exploit is fine at every level.

    Bracers of Mighty Striking

Nitpick: the basic attack granted by Combat Challenge is not an OA and does not benefit from Combat Superiority, or feats like Blade Opportunist. (It does benefit from Shield Push, because Shield Push says "attack granted by Combat Challenge" and not "opportunity attack".)

    + Radiant Damage Question

Thing is, there's no mention of non-radiant damage in the power. Powers that deal damage without a specific type still say "damage". It would be incorrect to read the power as "2[W] + Strength modifier, and also Wisdom modifier radiant damage", because powers never just say "2[W] + Strength...

    + Radiant Damage Question

If it weren't all radiant damage, I would expect it to say "2[W] + Strength modifier damage and Wisdom modifier radiant damage."

    Bracers of Mighty Striking

Having the bracers can even make your basic attacks better than your at-wills in some situations. Say you're a fighter with Cleave and Tide of Iron - if there's only one adjacent enemy, and pushing him wouldn't be advantageous, then you don't lose anything by using a basic attack to get the...
