I thought immediate actions counted against your current allotment. If you use a swift power on your turn, you can't use an immediate one until it's your turn again.

Though I don't have the book, I'm pretty sure that what the book means is that it allows the character to qualify for feats that require that you are psionic, such as speed of thought. It makes you psionic. However, I think it tosses out the characters availability for the antipsionic feats aswell.
