I'm not sure what the proper term for this is, but its a little like inherent bonuses. Most weapons gain iterative +X at certain levels. I'd just say automatically bump the item up at those levels for the character. Also, tie Divine Boons or other powers to the weapons as the heroes advance...

Perhaps its just the effect of an over-saturated market. WotC released more hardcover titles in the first 2 years of 4e than 1-3.5 editions. It seems like it might just be an oversaturated market. Did 4e really need to blow its wad so quickly? I think paring down the releases for D&D...
