That pretty much covers how I view it. Though I wouldn't limit which skills you can put points in. If a rogue wants a couple points in Arcana, who am I to complain? You can do the same with saves, tools, etc. You could conceivably do it with weapons, but I think we'd need weapon groups.

The broad version is definitely better. Skills are supposed to be equal. As a DM, I will essentially allow anyone to trade one skill for another if it better matches their character concept, regardless of duplicates. The only place I might limit that is if everyone starts wanting the Perception...

Even before getting the DMG, replacing proficiency with a simple skill point system would be easy. Multiple the number of skills you have proficiency in by your proficiency bonus. You have that many skill points that you can place into skills. No skill can have more points than your proficiency...

While someday I'll run a campaign where the players roll 3d6 in order, that's the exception to the rule. Normally, 4d6 drop the lowest or the default array, as the player chooses. That said, I'm conceptually fond of 2d6 + 6.
