this is another interesting thing - there was another character in the party who was a decently combat optimized fighter. GWM, 20 in the attack stat, the works. hit way more often then i did. and yes, the stat did matter. ...so your example of a character with suboptimal stats being the highest...

putting aside the blatant insults here - im currently playing a level 9 character with a 16 in both attacking stats (half-caster). i feel it. i feel it a lot. and i felt it before level 8, too. that 5-10% matters a lot more then you'd think it might.

on the subject of whether a roll is deception or intimidation, i wonder if the problem might be deception, not intimidation. because ultimately, persuasion and intimidation describe a tactic - you try to convince someone your way is right, or you try to pressure them into not fighting you about...

except the moderate DC for level 8 is...16. in fact, the only level where 14 is a moderate DC is level 4. that tells me that the level being considered isn't the character's.
