I highly recommend SNW. Lower Decks is fun, chock full of Easter eggs, references, and examinations of Star Trekisms that a Star Trek nerd will appreciate, and they throw in some interesting plotlines as well.

The DM decides if any optional rules are in use and informs the players. The optional point buy rule is in the current Player's Handbook alongside the standard array and I don't see players having problems using the same rule to create a character at the start of a campaign.

I hope variant rules are included in their related chapters, either as sidebars or a section at the end of the chapter. That makes more sense to me than a whole chapter of optional rules.
