Slow status and non-speed based movement

I think that you still get the full movement, but have no particular rules citation to back that up. So I might easily be wrong. It's worth noting that it's pretty easy to have a character getting a higher move from such a power than their regular movement. A dwarven Avenger at level 14 might...

    D&D 4E Encounter Based 4E - Thoughts?

You're seriously messing with the system here. (Perhaps the thread belongs in the Houserules forum?) You're really changing things enough that it will have a variety of unexpected and unintended consequences. For example: some classes have better Dailies than others, and others have better...

Proposed Wager with DracoSuave - Blurred Step

Do you actually have any rules support for this interpretation? That FAQ answer doesn't say anything of the sort. All I can see is the rules on interrupts saying that an invalidated action is lost. The text there says "If an interrupt invalidates a triggering action, that action is lost"...

    Nerf Player Characters!

Reading a premade adventure takes more time than I spend prepping my own adventures.

    OA's while phasing...

Phasing doesn't affect attacks at all. Phasing only affects where you can move. (Insubstantial applies versus damage and often accompanies phasing but not always and still wouldn't prevent any attacks.) You can still be attacked as normal while phasing. If the designers wanted you to be able...

    Hybrid Battlemind/Swordmage?

It's clear that an enemy marked by your Battlemind's Demand couldn't trigger your Swordmage Aegis power, since the Swordmage Aegises all state that the enemy needs to be marked via that specific power. But using your Mind Spike on something marked via your Swordmage marking seems to work as far...

    Psionic at-will scaling

This isn't actually a psionic thing; it's a PHB3 thing. Check out the Runepriest's at-wills as well: no Epic scaling. It's not clear to me if this was deliberate or a mistake, but it's not just the psionic classes with the issue. Per encounter, not per day. Which is pretty much "every round...

    Would "elite characters" work?

I know this wasn't a serious example, but it actually is a very good solution to the problem. Especially at low levels, it's easy to play two or three PCs at the same time in combat. "Just use a smaller encounter budget" is also a good solution.

Thrown Weapon Seeker with nothing to throw...

This is true in general, but especially true for seekers, as their powers are typically 1[w] + extra damage + effect, as opposed to other classes that get 2[w] or 3[w] or more. +4 proficiency bonus from a feat or weapon enchantment seems pretty nice. Better than a few more points of damage...

    Why No More d20?

They didn't on either count. They did stop 3rd edition D&D, but 4e is still labelled as a d20 system on the Player's Handbook (and I think on later supplements as well). Similarly, they didn't stop the d20 SRD because they don't have the authority to do so: once the 3.0 or 3.5 SRD was...

Vs. Minions: Why are combats so long?

Depends on what else the power does, doesn't it? If my Warden has an attack that grants temporary HPs, he'll use that to avoid losing real HPs to the minions. Or my Swordmage uses Luring Strike to shift around. Or my 1st level rogue hasn't picked up Melee Training (Dex) yet, so using a power...

    Where is the bugbear rage?

The fact that Oversized stacks with both of those feats is part of what makes it broken. (Brutal is the other.) Why work to keep the ability broken when you could just as easily keep it balanced by making it Weapon Focus as a bonus feat?

    Where is the bugbear rage?

Drow Long Knife? Cutting Wheel? Kukri? You're right: there isn't a great SWP step up from short swords.

Resist damage vs. a multi-attack power

The Assassin power in question specifically says " Make three attack rolls. If any of them hit, resolve them as a single hit, and all of them must miss for the attack to miss." Which is why it is resolved as a single instance of damage (thus Stone's Endurance would only apply once). This is...

Resist damage vs. a multi-attack power

But it does matter, since the question is how the damage is applied. If it were applied in a single lump sum of 2d6, then it would only be 2d6 -5 from Stone's Endurance (average damage then ~2). But since it is applied as two damage rolls, Stone's Endurance applies to each meaning the damage...

Do Monks benefit from basic weapon properties?

Look in the rules updates and clarifications in the back of PHB3. They explain it there.

    Where is the bugbear rage?

Give them a Superior Weapon Proficiency or Weapon Focus as a bonus feat. This accomplishes exactly the same thing as Oversized does for anyone using military grade weapons (boosts damage) but won't break when Brutal comes into play.

Sick of Monk questions yet? Here's one more...

A bonus to a second implement or weapon that you use rarely isn't a big deal. This is why the change from Focused Expertise to Versatle. Avengers/clerics/paladins/etc. and multiclassed characters had trouble picking up a mix of weapon and implement powers before. Now they can choose some...

Sick of Monk questions yet? Here's one more...

Until the CB is updated, you want Focused Expertise (if you use the spear as an implement) or Implement Expertise (Ki focus) if you're using a Ki Focus. Once the PHB3 is in the CB, you want Versatile Expertise, since it would apply to your spear and ki focus both.
