If it's a class skill for the most obvious entry path, this. If it's a cross-class skill, you want to go in the other direction. You want to double the ranks before you subtract 3. Otherwise, the skill requirements for a lot of "multiclass" PrCs become trivial.

In my games, any adult is at least level 1. Professionals are usually level 2 or 3, masters in their field can be as high as 6. Anything higher than level 6 or 7 is a legendary talent, a one in a million prodigy.

The existence of interplanetary teleport essentially retcons a range limitation into greater teleport. Quite honestly, I prefer it that way.

Yeah, I think you're fine. I wouldn't change the DR formula once it was set, since it's already improving. What about bumping the natural armor bonus up to +3 and +5? The new Dragonspell looks fine to me.

Makes sense, but it's been called to my attention that interplanetary teleport is still listed as a Witch spell in the Inner Sea World Guide. I don't have the book yet, but it suggests that the absence is a mere oversight.
