    A Reaction isn't generally a series of steps, Reactions are a single immediate response. They aren't Actions. No Extra Attack, no movement or object interaction. So you can generally replace an OA caused by movement with a spell as a War Caster. However if an OA has very specific limitations...

    Not all of them are. Look at Warlock or Paladin subclasses, you'd have some difficulty having more than one of each of those simultaneously.

    The rules state that the Reach allowing 10' AoO only works with a Reach weapon attack. There's no unless. This is more specific (feat interacting with a mechanic while only with certain weapons) than Warcaster's reaction spell (generally allows replacement of an AoO). We're arguing in circles...

    You are removing logic from game mechanics, I'm not adding it. Reach weapon property/Polearm master interaction is very specific in how they combine, more specific than a general modifier to AoO options.

The only way you can get an AoO at 10' is if you meet the trigger conditions which requires the reaction to be used in a very specific way (attacking with a Reach weapon).     But certain types of AoO (PM Reach) have such specific triggers that if you replace them with a spell the AoO can no longer occur in the first place to be replaced. Also to be precise War Caster does not require an AoO to be triggered by movement, it could work with one from another feature...

    If it's an AoO at 10' it requires Reach, which requires it to be made with a Reach weapon. There's no other way to get an AoO at 10' (excepting True Polymorph into reach creature or whatever). Obviously you can use War Caster/PM/quarterstaff to AoO -> spell at 5'.

    Agreed. You would also potentially face balance issues as some sub-classes have very front-loaded features. In other cases it would be thematically rather problematic - how many Pacts is that Warlock making!? That Paladin has gotten himself into quite a pickle with those three Vows he's sworn.

    I agree, but the AoO cannot happen because if you cast a spell you don't have reach for 10'. If you try to replace the AoO with a spell then you no longer have Reach, therefore you do not have that AoO trigger condition available.

    How about a party of Dwarves, maybe with a token Halfling? Presumably the adventure hook would rely on the Dwarves as they make up the majority. I guess some of them could even be related? Possibly some sort of plot involving their family's history?

    No, that isn't a consequence of my logic. Reach specifies attacks, not the Attack action. Attacks of Opportunity are a type of attack, so Reach will of course apply if made with a weapon which has it.
