Breath Weapon: I'd say burned skin and seared eyes unless they have Acid Resist 5 or higher. These targets would not be taking any damage from the breath weapon, and therefore wouldn't suffer the burns. Spell-like Abilities and Fast Healing look good, in line with the other Mephits.

RoE is more of an "effect" than a drain, though, IIRC. When the spell duration ends, the target would get its strength back. Not the case with things like a shadow's touch, which actually is a drain (temp Str damage), and poisons; additional hits mean additional loss from the target ability...

And a glittery outfit, adorned with light-reflecting (though not necessarily expensive) gems and bits of metal, which clink and chime as the dwarf moves about.

Are you looking for something that is actually very dangerous (magical beast or abberation, perhaps), or something just plain elusive, that if/when it is finally cornered, it will turn out to not be so dangerous at all (trickster or just curious fey, or a smaller magical beast, perhaps)?
