Thematically, sure. They aren't. You skipped a sentence for the first one. But in conclusion, Heavy Armored Monk is feasible at lower levels, but gets kind of weak as you go up. So... it needs a subclass.

Heavy armor starts at 16 AC, goes up to 18. Monk with 16 dex and 16 Wis has 16 AC, goes up to 22 with the capstone. Heavy Armor monk has equal or lower AC. So what math are you talking about?
