Circle HQ can be anywhere. I think we all have some seperate responsibilities that pull us elsewhere, but we always have. They are not 24/7 things, but as before places we need to check in during those off times and at night. It could mean we have to use teleport to get to HQ, but it can work...

Just to go back to this post for a second, and only if Xath would ask: Are the dragon deaths you mentioned above big blue's assumtion or just the a general population assumption? Since Aureliana was a gift to his wife he may know specifics on the dragon issue.
