    It feels like more of a problem to hit the top end of the scale by 6th (fighter) or 8th level. It would make getting to 20 feel like more of an achievement. But I agree that you shouldn't have to sacrifice the chance of feats to get there.

    16 is the 'base' because that is the minimum score for maximum bonus you can achieve at character generation. In previous editions it was higher because you could get higher. Is be on board with seeing new characters start with a +2 maximum. It would make proficiency feel more valuable.
