It's because the Paladin is a prestige class that is too integral to D&D to treat as a prestige class. If the class was more broadened (as the UA variant does to a degree), it would work better as a core class.

Ghost Sound can duplicate "talking, singing, shouting". Just imagine it as programming a Ghost Sound for one round of speech... each round. regardless, you don't need to find a spell that does the same thing as the item, just something close. You could use disguise self if you wanted, the price...

Since it bundles the UMD check to metamagic it and the UMD to use it into one, I'd say that it doesn't work; treat as if the roll to use the item (usually a scroll) had failed.

Well, if arcane spell failure doesn't apply, it's likely that the gestures aren't so complex that you can't complete them while holding an item. I would suggest that anything you could hold and still point (with your finger) should be okay. :D

The problem is the character with the feat created the scroll ... It's not kicking in when he uses the scroll, it kicked when he created it. I'd say it applies.
