There is no rule. Either use DM discretion or - my preferred option - find a flavourful way of describing the effect. For example, there's nothing stopping a rogue's maneuver prodding a jelly into moving, nor anything stopping a rogue from dodging past that cube.

I don't think anyone has made such a thing, but if it could include: Homemade adventures, 3rd-party adventures, Dungeon adventures and Wizards of the Coast adventures then it could be a very useful resource. Perhaps we should set up a page for 4E adventures on the ENWorld wiki?

I don't think this class should nerf heavy armor: even wizards can wear heavy armor without penalty (with the right proficiencies), it seems strange to stop shapeshifters from doing so.

I'm not sure where you're getting the figure of 10 feet from: "Slow and Steady: Dwarves have a base speed of 20 feet, but their speed is never modified by armor or encumbrance."

I think having random encounters is a good compromise. Try running this variant for some time and see if the players enjoy it. They may not: random encounters can detract from the flow of the game, wasting time.

If this variant doesn't work out for you, consider Recharge Magic. You may find it provides that 'per encounter' feel but better balanced. Alternately, there are a number of per encounter magic systems out there - even Star Wars Saga Edition has force powers.

When I opened the 3.0 Forgotten Realms Campaign Setting and found the section on trees and animals, I loved it and sought to emulate it in all of my campaign settings. Now I completely agree with you. Every detail should be useful.
