The "optimized for x level" passage simply indicates the APL the adventure was designed for as a baseline. If the party's APL is greater/less than, you adjust encounter difficulty accordingly as per the adventure.

The entire PLAN1-X series is written for tier 3 characters (L11-16 respectively), as stated on the cover page. There is a typo on p3 which says it is optimized for 1th characters, which isn't helpful cause it could be optimized for anything from 11th to 16th level.

With that being said - if you don't have access to Volo's Guide, the AL police isn't going to penalize you for using the DMG version. However, if/when you get access to the Volo's version, it is recommended that you upgrade (since the Volo's version is better anyway).

Certificates may provide additional options that is true - and if a character has a cert (eg. Steeder Mount from GenCon) they don't need DM permission for those mounts either providing the cert says it can be used for find steed​.
