    Given that, for various reasons, 4e combat significantly increases in length once you hit Paragon (and worse when you hit Epic), could one concievably reduce Epic and Paragon monsters to Heroic level, just by adjusting the to hits/damage using the Monster Builder? What would mess that up?

    I think you're doing that wrong. The Mark of Storm applies to lightning or thunder powers...not damage. It needs the lightning or thunder keyword in the power in order to apply.

    Another thing is that monsters in the Paragon and Epic tiers just don't do enough damage. WotC seems to have come to this realization as all of the higher level monster previews have significantly higher damage values.

    Yep. I'm usually a DM, but I'm playing right now and was almost overwhelmed by the number of options for Rangers. It's getting to the point that while there should be some additional crunch for some of the more newer builds (ie Whirling Barbarian), the older builds probably should be left alone.
