Well... it is a bit unclear BUT over on the GR boards SteveK has said that it should only be normal DEX bonus. Otherwise it is SUPER-cheap and powerful (sure your range increment blows BUT you can do way to much damage)

Also in M&M 'Hero Points/Extra Effort'. Or for that matter Sorcerer, could be change to have any different effect/source and has LOTS of flexibility. Personally VPP from Hero is WAY more work then it is worth. If the GM does not watch is ALL the time, the player can REALLY abuse this power.

Your base power should come from either mystical or training background. I would suggest something like this... I would take good Attributes in most all your stats. I would take Feats like Detect (mystical) or Mystical Awareness (same of Psychic Awareness but for senses Magical powers)...
