I think it's a flavor thing. They use their claws until their target is paralyzed, then move in to bite once they have Advantage. It seems to me that it's a case of the rules being used to enforce a certain flavor to the monster.

There is more than one forum "theme." You can check out the "classic" black background style by hitting the "Switch Style" button on the top right.

I need to give these PPCs a closer look. I've got the one included with Necessary Evil, but I honestly never really looked at the "adventure" section of the book.

If you want prehensile tails to be a thing, I'd just allow them to essentially be an extra hand. Are you proficient in sleight of hand? Then you can do it with your tail if that's how you want to fluff it. That sort of thing.
