    Interesting. But their example of creating a new race makes it feel a lot like "wing it" is the official procedure. That's fine for something similar to an existing race. It's less good if you're going to introduce a very different or alien race.

    I dunno. I ran a few ghoul encounters when my players were at levels 3&4. Now at 5th level, they will (and have) charge(d) a stone golem. But if they see a couple ghouls hanging around a cemetery, they will straight up leave town.

    My memory is not doing me any favors today. I could have sworn there were creatures in the MM's appendix that did 0 damage. But I was wrong. They either do a straight 1 point, or are listed as "having no effective attacks" like the frog. I would say that, yes, a minimum of 1 was intended.

    I would go with a minimum of 1 for hit point gain/hit dice use, but a minimum of 0 for damage. I don't really have a reason, it's just what feels right to me.

    Yeah, on retrospect, I'll have to retract my statement. I'd read "replaces components" and remembered that bit (and considered somatic and verbal components to be... by definition components), but forgot that it was explicitly under the material component header.

    You know that legendary actions refresh at the beginning of every round, right? That means she can use a breath weapon (on average) 6 times more often than the red in your example. Edit: Maths is hard.

    I'm with the crowd that thinks the intent of the rule is to protect you for one turn. Otherwise, you could (ridiculously overblown example coming in 3...2..1..) spend your dice for Evasive Footwork, then walk 12 miles to the next town.
