    Fast moving melee character build

First, I'd pick a kobold. Why? Natural armor, faster movement speed (e.g. 30ft) and MEEEEEEEPO! Classes? I'd keep it simple. Barbarian2/Scout3/RangerX. Or go purely Scout for lesser BAB and more speed... This char will be quick and able to dish out huge amounts of damage due to skirmish...

    Sneak Attack Question

Right, it's much better for a Daring Outlaw swashy/rogue.

    Spells ruling: Shatter

And it would be a little strange to allow a spell to target some body part while weapons (which can be used to destroy objects too) can't be used in that manner.

Touch of Healing - How does it work?

I did allow it once... in a round where I allowed legendary classes for the other players. Usually? No way.

    Sneak Attack Question

Certainly. Tumble back next to your party tank. The enemy will hopefully charge and bash you with Power Attack. You'll tumble into flanking position, use your PHB2 feats for several Spring Attack attacks and tumble away. Behind your tank buddy, more than 5ft away from the bad guy. Rinse, repeat...

    Experiences playing "oddball" (base) classes

How was the ninja, we never tried that one yet... the Swift Hunter builds are pretty common though. As for oddball races, we like to play hobgoblins (with the Klingon style) in Kalamar. And dragonfire adepts rock. Much more than warlocks.

    Shields

IMHO the best changes for shields would be to treat them as secondary attack similar to natural weapons and allow their armor enhancement bonus to act as weapon enhancement bonus. On the one hand I like shields to be used, on the other I don't want them to be better than two weapons.

    Shields

Sadly a shield bonus does not work as weapon enhancement bonus... though I can understand that ruling. Shields rock with PHB2 feats.

    How to introduce a BBEG?

Simple. Last time I let the PCs spoil the plans of a BBEG... after her defeat, they started to wonder where she had gotten all that strange money from.

    The Throne Room

One thing from the Kalamar rules... kings and lesser nobles enjoy a certain divine protection. There's a table in the Players Guide to the Sovereign Lands that shows which bonuses you get.

    Shields

Some of our most important chars have been sword&boarders ... for style. E.g. Aladar (shameless advertisement for my sigged story) inherited a shield crafted from a red dragon scale from a dead comrade who just happened to find it... he didn't know about it's magic till it saved him in that...
