I think it does. If there are more pro-4E/anti-3E posters on the boards, the boards skew pro-4E. When it seems that the 4e posters get away with more bashing while the 3E posters are hushed more quickly, the boards skew even more that direction.

I would call that contradictory, much like the 1E monk surprise rules. Inconsistent to me means sometimes doing things one way, and sometimes another. Like in 1E adventures where attribute checks were sometimes 3d6 less than your attribute, sometimes they where d20 less than your attribute, or...

Although not I'm not all that keen on 4E, the use of the word "relatively" makes me vote "relatively good". I think the economy and changes in the media industry are having an effect, and thus 4E is relatively good consider those factors.
