Guidelines for creating custom (i.e. freeform) backgrounds are in the DMG.

For what it's worth, they said the DMG will have guidelines for creating custom backgrounds. Since the '14 DMG also had a section for building custom races/subraces, if any more complex mixed-ancestry system is going to exist, it would likely be there.

Changing point buy/standard array doesn't help people who roll their stats, so having those extra +2/+1 bonuses gives you just that little extra bit of control.
