    For more powerful villains, I once used a hideout in the clouds. But for someone along the lines of Joker or Riddler type guys, a cloud base seems a little out of their league. But I do like the idea of a small island or military base.

    I certainly like the idea of a goals oriented system. Clever. Currently I make the players pay 100 gold per level they are heading towards. Keeps the economy in good shape. ;)

    Methinks that your game needs to quickly emulate Survivor. On a serious option, one thing that you could do is see if they are all really interested. If they are, then find a co-GM and pick different nights where you could have two storylines going on at once in different parts of the world...
