    In AD&D and 2e, Druids were restricted to non-metal weapons and armor. In 3.x, the weapon restriction was removed, probably because it doesn't make any real sense.

    Greenfield, GhostBear ,Races of the Dragon makes Kobold Small Humanoid (Reptilian, Dragonblood), which means that for all effects related to race, a kobold is considered a dragon. Race does not, however, equal type, so it would be a hard sell to get Alter Self to work that way.

    Powerful Charge/Pounce?

    As I read it, Powerful Charge adds an extra attack to a Charge. Pounce modifies a Charge to allow a Full Attack action. I see no RAW reason that Pounce would negate Powerful Charge, or vice versa, so I'd allow a both the Gore and Full Attack to function together.
