If he has line of sight and line of effect to the square he can place it there. As long as the player isn't taking to much time carefully lining up where to place the fireball, its probably not worth disadvantaging the spellcaster, the spells are their main weapons, grenade-like weapons are...

The YB3 rules could use some playtesting, but the YB2 rules are definitely more complete. Choice is yours Phoenix, if you want to use YB3 rules though you'll have to choose a tier (a pair of white belts throwing moves at each other is kind of boring IMO.).

A full BAB class with 6th level spells would step fairly heavily on the bard, is why I think we don't see one, it would either need to have virtually no non-spell abilities (making it quiet bland) or a spell-list more limited than the bards, (which is fairly hard since the bard spell-list is...
