If the campaign is people propelled then it include should all of the elements. They don't have to be on the same continent. One continent or nation may be oriental, another may be steampunk, and so on.
Rogues and clerics are not made for combat, but they can be made to do so. The rogues' value is in their skill set, and the cleric has other abilities. The best thing to do would have the person come here, so we can help him.

A scout is made more for combat. The rogue is not supposed to equal the scout in combat. It should also be noted that if someone build a "combat" rogue they can outdamage the scout, it just takes some sacrificing of skills to do so.

I never thought rogues are supposed be good in combat. They are opportunist, which is what sneak attack is based around. Their contribution to the team is skills. Some things just can't be done with magic or swords.

Sometimes the SRD is incomplete, and it only has core. Adventures/Campaigns should also have indexes. The Shackled City book, even though I know it was Paizo definitely could have used an index for finding NPC's.
3E's books are not always so neat, and I can't comment on 4th since the only book I now own is the PHB. I just want the issue corrected next time around.

Do you follow the wealth chart or give out loot when you feel like it? The only time my group bought potions was when I intentionally ran an overpowered campaign with character way above the WBL chart.
I don't play 4th but I would like for you(WotC) to start putting indexes in the books so that when 5th comes out the habit is already in place. Not having indexes for all the 3rd edition books was annoying.
