Not really sure what you're getting at, here, Myth. CR has no effect on determing ECL and Level Adjustment and such. An anthropomorphic by my revised rules for that template would be ECL 4 while a brown bear would be ECL 8. Using my template and animal progressions, you'd start at 1 animal HD...

Welcome aboard, Voda. :D Keep in mind that the majority of the NPC population is human so a non-human central authority figure may face some issues. Makes for good roleplaying, though. ;)
