don't forget the joy of power attacking and thus cleaving thru hordes of mooks. sure -5 to hit +10 damage isn't such a bright idea against Lord Dark but it's a great idea versus his 101 faceless minions.

that's a tabletop play-time management issue. DM "well what does olaf do?" PC "let's see he attacks with a +12...no wait a +4 that would mean i'd do..." DM "well' PC "wait let me compare atatckign at +12 to aattacking at +4 with the dmage bonus...' DM "Next player"

since the PCs may indeed have folks with CHA 20, WIS 22 and INT 23 ...why wouldn't they be the folks able to introduce an age of enlightenment for a realm? I find it awfully boring having campaign after campaign where PCs are super-powerful vagabonds.

So the community killer PC has his wild romp...how does he surive the encounter with the party of characters that consider him a typical encounter that are bound to show up? PCs always seem to be able to find appropriately scaled adventures and foes, why not NPCs?

It depends on the campaign really, all hack and slash with no negotitation/diplomacy at all and it isnt worth much.

Depends on where and when those adventures are taking place. Where I live (half hour north of Boston) we can have snow 7 months a year. So adventures taking place here-ish really could use some guidelines beyond the freezing to death too easy rules.
